Dry Ports & Inland Container Terminals in Egypt — Customs & Delivery
Dry ports and inland container terminals allow seaport-arriving containers to move inland under customs control for clearance closer to industrial zones such as 6th of October and 10th of Ramadan. Al-Rouby coordinates pre-shipment ACI filings, Nafeza declarations, inspection attendance and final factory delivery whether your container clears at the seaport or at an inland dry port.
How do dry ports work in Egypt's customs and transport network?
An Egyptian dry port is an inland customs-supervised terminal linked by rail or road to maritime ports such as Alexandria, Dekheila, Ain Sokhna, Damietta and Port Said. Containers discharged at the seaport can transfer under customs bond to the dry port for declaration, examination and release near inland industrial cities.
Egypt's transport network links maritime ports with inland dry ports and logistics centres such as October Dry Port; the Ministry of Transport's Maritime Transport & Logistics Sector publishes information on the port network (MTS — official portal).
Does using a dry port change ACI and Nafeza requirements?
No. Containers destined for an Egyptian dry port still enter through a maritime seaport and must comply with mandatory pre-shipment ACI rules: the 19-digit ACID must be issued at least 48 hours before vessel departure, and the foreign exporter must upload the shipping documents via CargoX.
- The Bill of Lading, manifest and Nafeza ACI filing must match the intended routing (seaport discharge and inland dry-port destination where applicable).
- Commercial invoice, packing list, HS codes and certificate of origin are reviewed field by field before loading.
- Regulatory approvals (such as GOEIC or NFSA) and manufacturer catalogues for machinery are still required just as at a seaport.
- Clearance is completed very quickly for shipments without regulatory holds; otherwise, the timeframe depends entirely on the specific regulatory agency's requirements.
Seaport clearance vs dry-port clearance: what should you compare?
Compare total landed cost, carrier through-bill availability, bonded transfer timing, container free time and the final truck leg to your factory gate before deciding between seaport release and dry-port release.

| Comparison point | Clear at arrival seaport (e.g. Ain Sokhna / Alexandria) | Clear at inland dry port (e.g. October Dry Port) |
|---|---|---|
| Booking & B/L setup | Port of discharge is the clearance point | Confirm carrier through-routing or bonded transfer terms before B/L issuance |
| ACI & Nafeza filing | Mandatory maritime ACI (ACID + CargoX) and Nafeza declaration | Mandatory maritime ACI (ACID + CargoX) and Nafeza declaration aligned with dry-port customs code |
| Inland delivery leg | Direct port-to-factory truck haul after seaport release | Seaport-to-dry-port transfer followed by short local haul to nearby industrial zones |
| Cost comparison | Compare ocean freight + seaport terminal charges + customs + direct trucking | Compare ocean freight + seaport handling + bonded transfer + dry-port storage/handling + local delivery |
| Exit gate & VGM | IMO SOLAS VGM and weight consistency checked at seaport gate | Weights and documents must match across seaport transfer and dry-port exit gate |
How does Al-Rouby support dry-port and inland terminal shipments?
Al-Rouby reviews your carrier quote and routing before booking, checks draft documents and ACI filings, submits the Nafeza declaration, attends inspections and coordinates final container delivery to your factory.
See our guides on comparing freight and customs quotations, planning container delivery to your factory and our pages for 6th of October and 10th of Ramadan.
Why should the supplier check the container weight?
Ask the supplier abroad to check each container's weight carefully before loading. In our files, a container weight that was not checked has held shipments at the port exit gate, even after clearance was complete. Under the IMO SOLAS rules, the shipper must also provide a verified gross mass for every packed container before it is loaded. More in common problems in Egypt-bound shipments.
Frequently Asked Questions
Practical questions about Dry Ports in Egypt operations.
No. Because the container arrives through an Egyptian seaport, mandatory maritime ACI rules apply in full. The ACID number must be issued at least 48 hours before loading at origin and shown on the Bill of Lading and invoice.
Neither option is automatically cheaper. The right choice depends on carrier routing charges, bonded transfer fees, terminal storage tariffs and the distance to your factory. Share both quotes with us so we can compare them on an identical scope.
Yes. We regularly clear containers at Ain Sokhna, Alexandria, Dekheila, Port Said and Damietta and truck them directly to factories in 6th of October, 10th of Ramadan, Sadat City and TEDA Suez, as well as supporting dry-port files when routed there.
Before the carrier issues the final booking and Bill of Lading. Changing the place of clearance after the manifest is filed can require carrier amendments and delay the shipment.
