What does the carrier file before arrival?
The carrier or its agent submits the manifest and cargo information at least 48 hours before the vessel or aircraft arrives (Customs Law 207/2020, Art. 47). This is separate from the ACI data, which for sea cargo is due at least 48 hours before shipment from the export country. The shipper also gives a verified gross mass (VGM) for each packed container before loading (IMO SOLAS).
