Required Import Documents for Egypt

An Egypt import-document checklist starts with the commercial invoice, packing list, transport document and importer details, then adds the evidence required for the goods and regime. Match the descriptions, quantities and identifiers across the file. Al-Rouby can review draft documents before loading and identify the questions each party needs to resolve.

Use this guide as a practical document-readiness checklist before shipment. For a file-specific review, connect it with pre-shipment document review or import support services.

It shows why the exact checklist depends on the goods, origin, transport mode and customs regime, the commercial invoice and packing list as the common starting point and what to check on them, the transport document (bill of lading or air waybill), the ACID and party identifiers for ACI shipments, origin evidence and product approvals or certificates, the importer's registrations, cross-checking shared details before loading, and what to send Al-Rouby for review. For imports into Egypt, build one coherent file. The exact checklist depends on the goods, origin, transport mode and customs regime.

A common starting point is the commercial invoice and packing list. Check parties, goods, tariff item, quantities, value and currency; then packages and weights.

Add the appropriate transport document: for example, a bill of lading for sea freight, or an air waybill for air freight.

For ACI shipments, obtain the ACID before shipment. Put it and the required party identifiers on the prescribed documents, and follow the current filing format.

Confirm the origin evidence and any preferential proof required. Regulated products may need approvals, registrations or technical, health and inspection certificates.

Check the importer's eligibility and registrations for the intended activity. Trading imports and a factory's own production supplies can follow different requirements.

Cross-check shared details and resolve unexplained differences before loading. Customs and the competent authorities decide the applicable requirements.

Send Al-Rouby the drafts, product details, origin, intended use and shipping plan for review. Prepare the right documents, before the cargo moves.

Who may import into Egypt?

Importing goods for trade requires registration in the Importers Register, and goods imported by a commercial agent count as trade (Law 121/1982, Art. 1). Registered production and service companies are exempt for the supplies they import in their own name for their own activity (Art. 2 bis) — for example a factory importing its own raw materials.

Which commercial documents are required?

The commercial invoice and packing list are the backbone of the import file. They should describe the same cargo, parties, quantities, weights, values, and packaging.

  • Commercial invoice with buyer, seller, value, currency, and goods description
  • Packing list with package count, weights, dimensions, and marks
  • Product description clear enough for customs review and classification

If these documents do not match, the importer may face questions during customs clearance, ACI review, bank handling, or inspection.

Which transport and origin documents are needed?

The bill of lading or air waybill should match the commercial file and the actual route. Origin documents may be required depending on cargo type, origin, trade treatment, or banking requirements.

  • Bill of lading for sea freight or air waybill for air cargo
  • Certificate of origin when required
  • Freight documents that match consignee, notify party, port, and shipment references

Transport documents are also important for customs brokerage because declaration work depends on the same shipment identity.

What ACI and NAFEZA data must match?

For many Egypt-bound imports, ACI/Nafeza readiness is part of document readiness. Importers should confirm who owns each data point before loading or arrival deadlines become tight.

  • Importer registration status
  • Supplier-side document readiness
  • ACID number or ACI reference when available
  • Consignee and cargo data that match the commercial file
  • The exporter's registration number is its tax number or commercial-register number in the export country.

When ACI timing is uncertain, use ACI and Nafeza support before the file becomes urgent.

What happens if the ACID is missing from the shipping documents?

The goods are re-shipped abroad without unloading, at the carrier's expense (Customs Law 207/2020, Art. 39). The ACID must therefore be on the bill of lading or air waybill before loading.

The customs declaration is submitted by the owner or a licensed customs broker, even for duty-free goods, and the signatory is responsible for its accuracy (Art. 50). Regulated goods may also need GOEIC registration of the manufacturer: see GOEIC registration.

When are permits or certificates needed?

Some products need additional documents before customs can complete release. The exact requirement depends on the product, HS code, regulatory authority, and import purpose.

  • Technical or conformity certificates where applicable
  • Analysis certificates for certain regulated goods
  • Import licenses or approvals for controlled products
  • Product-specific permits requested by competent authorities

Importer-side readiness matters here. If the importer is unsure which documents apply, start with customs clearance for importers before cargo moves.
