Proof of Origin for Imports into Egypt

An Egyptian importer and overseas supplier should agree which origin evidence supports the goods and any proposed preferential treatment before shipment. The dispatch country and seller's address do not by themselves establish preferential origin. Al Rouby reviews supplied evidence and coordinates the customs questions for the actual shipment.

What is the difference between dispatch and origin?

Dispatch describes where the shipment leaves from. Origin must be assessed under the relevant rules for the goods. A product bought from a supplier in one country may have been manufactured elsewhere.

Record the claimed origin separately from the seller and shipping country. If those differ, explain the commercial and transport chain so the evidence can be checked rather than inferring origin from an address.

Does an origin certificate automatically give a lower duty?

Preferential treatment requires the goods to meet the relevant agreement's origin rules and the accepted proof requirements. Ordinary origin evidence and proof used to claim a tariff preference have different purposes.

Check the applicable agreement, product-specific rule and proof together. A certificate's title alone does not establish that the goods qualify or that customs will accept the claim.

When might EUR.1 or an origin declaration be relevant?

For EU–Egypt trade, check the applicable origin protocol and current PEM arrangements before selecting the proof. The European Commission explains movement certificates and exporter declarations as forms of preferential proof, with conditions determined by the relevant arrangement.

Do not copy an EU declaration or certificate rule into a shipment from a different origin. The accepted wording, issuer and evidence need to match the agreement actually being used.

What should the supplier and importer reconcile?

Compare the product description, invoice references, quantities and claimed origin across the proposed proof and commercial file. Identify who prepared the evidence and whether it covers the goods in this shipment.

If the seller is a trader or the shipment passes through another country, explain the manufacturer and transport arrangements. Ask the responsible issuing party about missing or inconsistent evidence before dispatch.

What can Al Rouby review?

We review whether the supplied origin evidence fits the shipment and proposed agreement, identify questions to resolve and coordinate the customs preparation. This can form part of document review or a wider customs and logistics consultation.

Our support here is document review and customs coordination. The page does not offer certificate issuance or guarantee a duty reduction. Customs determines whether the preference is accepted and the applicable assessment.
